Although this is clearly a Wheeler & Wilson type machine the design was copied by many manufacturers which makes identifying the actual manufacturer of this particular machine difficult. However it was bought from a German antique dealer which may indicate it is of German origin. Note the glass presser foot, stitch length indicator and brass attachment still screwed to the cloth-plate.
